USDA Farm
Service Agency’s (FSA) Milk Income
Loss Contract Program (MILC)
compensates dairy producers when
domestic milk prices fall below a
specified level. The 2002 Farm Bill
authorized MILC through Sept. 30,
2005. The Agricultural
Reconciliation Act of 2005
reauthorized the program through
Sept. 30, 2007. The extended
program period is called MILCX. The
program has no set funding level.

FSA ANNOUNCES PROGRAM CHANGES
AUTHORIZED BY DEFICIT REDUCTION ACT
FSA
announces key changes to programs
authorized by the Deficit Reduction
Act of 2005. The Act calls for
changes to the Milk Income Loss
Contract Program, special marketing
loan provisions for upland cotton
and the Direct and Counter-cyclical
Payment Program.

informational purposes only. They will be a close
approximation of actual MILC repayments if the
quantities and the rates entered are accurate.

quantity (in
pounds),
and the Payment Rate for the Month of interest, and
click the Calculate button. Clicking the Reset
button will clear entered values.
*** Payment Rate defaults to the month in which MILC-X
payments
are being made. This is usually a month
behind, if there is a payment rate.
Maximum eligible production is 2,400,000 lbs per
Fiscal Year.
Enter only numeric values (no commas), using decimal
points where needed.
Non-numeric values will cause errors.
