USDA Farm Service Agency’s (FSA) Milk Income Loss Contract Program (MILC) compensates dairy producers when domestic milk prices fall below a specified level.  The 2002 Farm Bill authorized MILC through Sept. 30, 2005.  The Agricultural Reconciliation Act of 2005 reauthorized the program through Sept. 30, 2007.  The extended program period is called MILCX.  The program has no set funding level.  More...

Regulations
The regulations at 7 CFR part 1430 are revised to implement a new program for dairy producers authorized by section 1502 of the 2002 Act, the Milk Income Loss Contract (MILC) Program. The program is in effect from December 1, 2002 through September 30, 2005. This program comes after several ad hoc programs provided through appropriations acts over the past few years.

This handbook (11-LD) has been issued to provide instructions for administering provisions of the MILC program.
